Die Forderung nach einer Stärkung der digitalen Souveränität, und nach mehr strategischer Autonomie und Selbstbestimmung hat in Deutschland und Europa breiten Eingang in die Digitalpolitik gefunden. Trotz der Prominenz dieses Konzepts ist der Begriff allerdings bis heute weder eindeutig definiert noch operationalisiert, so dass man nicht von einem kohärenten strategischen Konzept sprechen kann. Tatsächlich zeigt sich gar, dass sowohl innerhalb Deutschlands wie auch in Europa sehr unterschiedliche Interpretationen dieses Konzepts nebeneinander existieren. Aktuell lassen sich bei dem Konzept drei unterschiedliche Handlungsebenen unterscheiden innerhalb derer eine Stärkung der digitalen Souveränität angestrebt wird. Diese sind der Staat, die Wirtschaft und das Individuum. Zwischen diesen Dimensionen digitaler Souveränität treten immer wieder erhebliche Zielkonflikte auf. Um die dem Begriff inhärenten Potenziale für eine strategischere und gesamtheitliche Digitalpolitik zu heben, bedarf es daher nicht nur erheblicher konzeptioneller Arbeit und politischem Willen hierzu. Es muss auch grundlegend darüber nachgedacht werden, was ein demokratisches Staats- und Werteverständnis für Souveränität im digitalen Zeitalter bedeutet.

Striving to strengthen digital sovereignty, self-determination and strategic autonomy has become a cornerstone of German and European digital pol icy. Within Germany and Europe there are diverging notions of digital sovereignty. However, a common or at least consistent understanding of what is meant by this or what its associated requirements are, has yet to emerge. In particular – but not exclusively – in the political sphere, we can see that this concept is tied to various interpretations and associations. The many different meanings attached to the concept of digital sovereignty in Germany and Europe could be broken down and categorized in three levels, within which a strengthening of digital sovereignty is strived for. These are the state, the economy and the individual. There are always considerable conflicts of interest between these dimensions of digital sovereignty. Between these dimensions, conflicts of political objectives arise that cannot be resolved. In order to leverage the potential inherent in the concept of digital sovereignty for a more strategic and holistic digital policy, not only conceptual work and political will is required. It is also necessary to reflect on what a liberal and democratic understanding of sovereignty actually stands for in the digital age.

Das Internet Governance Forum (IGF) wird in diesem Jahr erstmals in Deutschland stattfinden. Angesichts der zunehmenden Fragmentierung der Regelsetzung für das globale Internet stellen viele die Rolle der Vereinten Nationen für die internationale Kooperation im Bereich der Digitalpolitik zunehmend infrage. ; In November 2019, Germany will host the world's largest conference on global internet governance: the United Nations Internet Governance Forum (IGF). This contribution reviews the IGF's achievements and shortcomings as well as the conflicts that have marked its 13-year history. It further analyzes the ongoing criticism of the multi-stakeholder forum. In light of an increasingly fragmented regulatory framework for the global internet in addition to more and more countries striving for digital sovereignty, the IGF's and UN's roles to mediate and coordinate international cooperation in the field of internet governance are contested.

Der kurze Präsentationstext stellt die Dissertation Information for All? The emergence of UNESCO's policy discourse on the Information Society (1990-2003), die mit dem Nachwuchsförderpreis Kommunikationsgeschichte 2017 der DGPuK ausgezeichnet wurde, in Grundzügen vor. Die Dissertation besteht aus einer umfassenden Analyse der politischen Reaktion der UNESCO auf die Verbreitung des Internets als Massenmedium in den 1990er Jahren und dem damit verbundenen Konzept der "Informationsgesellschaft". Die kommunikationshistorische Relevanz der Arbeit ergibt sich jedoch nicht nur aus der empirischen Untersuchung, sondern ebenfalls aus der Entwicklung eines konzeptionell-methodischen Analyserahmens, der die übliche teleologische Untersuchungsperspektive der Policy-Analyse durch die historische Rekonstruktion von Policy-Prozessen ersetzt. Durch diese Fokussierung auf den Entstehungsprozess des Policy-Diskurses der UNESCO zur Informationsgesellschaft versucht die Arbeit einen innovativen Beitrag zu den theoretischen und empirischen Grundlagen der historischen Policy-Forschung in den Kommunikations- und anderen Sozialwissenschaften zu leisten.

The dissertation analyses the emergence of UNESCO's policy discourse on the information society between 1990 and 2003. Taking into account the historical, political and institutional background of UNESCO and its history in the field of information and communication, the empirical analysis focuses on three different policy processes that contributed to this policy discourse: the INFOethics conference series; the creation of UNESCO's intergovernmental Information For All Programme (IFAP); and the preparation of the Recommendation concerning the promotion and use of multilingualism and universal access to cyberspace. The empirical research is based on an analytical framework that combines Argumentative Discourse Analysis (ADA) with selected concepts and tools from Actor-Network Theory (ANT). Building on extensive archive research and interviews, these approaches are combined in such a way as to make possible a detailed account of UNESCO's policy-making and to analyse the emergence of its policy discourse on the information society as the outcome of discursive struggles among networks of actors. ; Dissertationsschrift / PhD Thesis, Faculty for Economics and Social Sciences, Department of Communication Studies, Vrije Universiteit Brussel, 2016

The paper combines actor-network theory and interpretative policy analysis to conceptualise multistakeholder arrangements in internet governance as production sites in which heterogeneous actors engage in dynamic processes of social ordering such as shared meaning-making and coalition building. The paper draws on existing research that traces processes of social ordering at the intersection of multistakeholder settings and intergovernmental institutions, and on theoretical considerations of multistakeholder mechanisms in internet governance. By focusing on processes of discursive production, the paper adds a new perspective to the existing body of literature on science and technology studies and internet governance, and provides illustrations based on deliberations of the Working Group on Enhanced Cooperation. ; This paper is part of "Doing internet governance: practices, controversies, infrastructures, and institutions", a Special issue of the Internet Policy Review edited by D.
